Howard received his formal education beginning school at Riverton and then graduated from the Red Cloud High School with the class of 1964. He excelled in football and continued his athletic and academic pursuits at Chadron State College.

He was united in marriage with Leah Lynn Niblo on September 19, 1964 at Red Cloud. This union was blessed with three children, Sam, Bill and Leslee. Preceding him in death were his parents, Lois and Steve Deisley; and four brothers, Roger, Larry, Virgil “Shorty” and Doug Deisley.
